The European Horseracing Integrity Project (EHIP) aims to protect and promote the integrity of European horseracing and combat threats of race-fixing.
The ambition of the EHIP is to promote clean and fair horseracing across the continent by addressing the threats of manipulation through race-fixing. It seeks to:
- define global best practice amongst horseracing governing bodies in identifying and combating manipulation of horseraces.
- map the current activities and practices in place within the horseracing governing bodies across the EU, identifying shortcomings in relation to best practice.
- educate EU horseracing governing bodies as to best practice and provide guidance and advice in improving their capacity to combat this integrity threat
- based upon the best practices in the specific area of raising the awareness of and educating key stakeholder groups (jockeys, trainers, stable staff, owners), produce educational resources for their adoption.
- raise awareness of the problems, especially those posed by the rise of international illegal betting, with wider stakeholder groups, such as national governments, betting regulators, legal betting operators and law enforcement agencies, with the ambition of creating greater collaboration between these actors, thereby strengthening the sport’s integrity.
EHIP is a two-years project from January 2022 to December 2023.
Research
Collating and reviewing existing literature on match- and race-fixing and the combatting of threats of betting-related corruption.
Through in-depth interviews with world-leading racing jurisdictions in this sphere, identifying best practice
Education
The results of the above research, and the aims of EHIP, will be communicated, not only to Racing Authorities and Racing professionals, but to licensed betting operators, national gambling regulators, national Governments and EU institutions.
Racing Authorities will be educated on the dangers, prevalence and characteristics of betting-related integrity threats, and on appropriate measures by which the sport can counter them.
EHIP will produce educational resources - aimed at jockeys, owners, trainers, stable staff and those who come into contact with these groups, together with Racing Authority staff and voluntary Stewards and racing’s general public followers – covering such issues as recognising and dealing with corrupt approaches and responsibilities in respect of inside information.

Influence and Legacy
EHIP will encourage and foster a dialogue on the broader societal implications of this global threat, and the rise in illegal betting, amongst wider stakeholder groups including the EU Commission, EU Parliamentarians, national Governments and national gambling regulators.
It will advocate for greater ongoing collaboration between these groups and with the horseracing governing bodies. It is intended to hold a concluding Conference at the European Parliament with the ambition of influencing future policy in order to strengthen racing’s hand in upholding its integrity.
France Galop – Leader of EHIP
France Galop is a non-profit organisation that manages and controls the thoroughbred horse racing industry in France. It organises some of the world’s most famous races and is the authorising body for licenses for owners and racing professionals. France Galop controls the integrity of more than 7,300 races over the 151 racecourses across France.
France Galop will lead EHIP project.

- To help ensure that the project adequately covers trotting racing, as well as gallop racing.
- To advocate for EHIP, bringing attention to the project to UET members, facilitating the research involving UET members.

- to co-ordinate the promotion of Thoroughbred horseracing, to bolster its prestige and protect its integrity, and to develop relations between the organisations responsible for running the sport.
